Sir Michael Barber (Chair)
Sir Michael Barber is a world-leading authority on the effectiveness of government. He is the founder and Chairman of Delivery Associates and Chair of the Office for Students. Sir Michael set up the Prime Minister’s Delivery Unit in 2001. He ran the unit until 2005, and was responsible for ensuring delivery of the government’s domestic policy priorities including crime reduction and criminal justice. In 2017 he was commissioned by Her Majesty’s Treasury to review efficiency and public value.
Sir Bill Jeffrey KCB (Vice Chair)
Bill Jeffrey was Permanent Secretary at the Ministry of Defence from 2005 to 2010; prior to this he was Permanent Secretary at the Cabinet Office, which included coordinating security during the 2005 terrorist attacks in London. He was also Director General of the Immigration and Nationality Directorate in the Home Office and in the Cabinet Office he coordinated Home and Social policy and Parliamentary business. From 1998-2002 he was Political Director of the Northern Ireland Office. Sir Bill is also Chairman of the Police Foundation.
Nick Alston CBE DL
Nick Alston chairs the Advisory Board of the Policing Institute for the Eastern Region at Anglia Ruskin University and is a non-executive Director of the National Crime Agency. From 2012 to 2016 Nick was the first elected Police and Crime Commissioner for Essex during which time he served as the Chair of the Association of Police and Crime Commissioners and also of the Police ICT Company Board. He was previously a Naval Officer and in MOD, followed by five years as the head of security for a global investment bank.
Dee Collins CBE QPM
Dee Collins is a retired police officer who served as Chief Constable of West Yorkshire Police from 2016 to 2019. She served a secondment to the College of Policing where she was Director for the 2019 Strategic Command Course. Dee Collins was also president of the British Association of Women in Policing from 2014-19 and is now secretary to the Association.
Nick Dale
Nick Dale is the Vice President for the Police Sector in CGI and assists UK law enforcement and justice agencies to drive digital transformation in business. He works closely with police forces, helping them to understand how technologies like automation free up officers to focus on serving the public and improving response times. Nick has over 20 years’ experience of working in business transformation across the public and private sectors.
Dr Carlene Firmin MBE
Dr Carlene Firmin leads the Contextual Safeguarding and peer-on-peer abuse research programmes at the University of Bedfordshire. Her theory of contextual safeguarding has been used in the development of policy and research on protecting adolescents. Carlene has worked with practitioners across the UK to develop contextual interventions and safeguarding systems within children’s social care. She has also conducted case reviews for safeguarding children’s boards to identify opportunities for intervening with significant harm happening outside the family.
Michael Fuller QPM
Michael Fuller is the former Chief Inspector of the Crown Prosecution Service. He was also Chief Constable of Kent Police from January 2004 until March 2010. Michael drew up the Metropolitan Police action plan in response to criticism of the force arising from the Stephen Lawrence inquiry. He also set up and commanded the Operation Trident command unit which tackled gun crime in London. Michael is also a qualified barrister (non-registered).
John Graham
John Graham is the ex-Director of the Police Foundation. His previous career included research and policy posts with the Home Office, the Cabinet Office and the Audit Commission. In 2014 he chaired the Independent Review of the Youth Justice System in Northern Ireland and since 2002 he has been a Visiting Professor at the Centre for Crime and Social Change at the University of Bedfordshire. John is also a member of the Independent Advisory Group to the Dawes Trust and is on the Board of the Dawes Centre for Future Crime at UCL.
Inspector Caroline Hay
Caroline Hay has been a police officer with the Metropolitan Police for 15 years. She works as a police inspector while exploring her field through academia and recently obtained a first class BSc degree in Policing. Caroline is a founding member of @wecops, a social media driven engagement tool which draws together the national policing family (and extended family) to share experiences and learning. Working with the College of Policing and Police Chiefs, it aims to influence policing operations and strategic planning.
Richard Hobbs
Richard is the lead Partner for UK Policing in Deloitte. In this role Richard oversees all of Deloitte’s transformation support to the police service – at local and national levels. He also co-authors Deloitte’s respected Policing 4.0 insight reports. Beyond policing, Richard is a leader in Deloitte’s Justice and Home Affairs practice. As a result of his work, Richard has advised Board members, Ministers, Secretaries of State and Number 10 on some of the most complex transformations in the sector.
Rt Hon Nick Hurd
The Right Hon Nick Hurd was a Conservative Member of Parliament from 2005 to 2019, and served as Minister for Policing from 2017 to 2019. During that time he took through Parliament two Police funding settlements and originated the first ever Home Office Police Front Line Review.
Helen King QPM
Helen King is Principal of St Anne’s College Oxford. Previously she was a police officer for over thirty years, serving as Deputy Chief Constable with Cheshire Constabulary and as an Assistant Commissioner with the Metropolitan Police. She retired from the service in 2017 to become the first former police officer to head an Oxford College.
Sophie Linden
Sophie Linden was appointed Deputy Mayor for Policing and Crime in London in 2016. Sophie was special adviser at the Home Office from 2001 to 2004 and worked with the Home Secretary and Ministers on police reform, crime and antisocial behaviour reduction and neighbourhood policing. Sophie has also been a member of the LGA Safer Communities Board and a member of the HMIC advisory board on PEEL inspections.
Stephen Lloyd
Stephen Lloyd was a Liberal Democrat politician and former MP for Eastbourne. From 2010 to 2015, Stephen Lloyd served as the Liberal Democrats’ spokesperson for Northern Ireland and over the same period served on the Work and Pensions Select Committee in the House of Commons. In the last parliament he led a cross-party initiative lobbying the then Prime Minister, Theresa May MP, to implement a Royal Commission into Policing for the 21st Century.
Professor Ian Loader
Ian Loader is Professor of Criminology and Professorial Fellow of All Souls College Oxford. He is the author of several books, including Public Criminology? (Routledge, 2010 with Richard Sparks) and six edited volumes, including The SAGE Handbook of Global Policing’ (with Ben Bradford, Bea Jauregui and Jonny Steinberg, 2016). Ian is currently working on a three year study entitled ‘Place, crime and insecurity in everyday life: A contemporary study of an English Town’.
Sir Denis O’Connor CBE QPM
Sir Denis O’Connor was her Majesty’s Chief Inspector of Constabulary between 2008 to 2012. Before joining the Inspectorate in 2004, he was Chief Constable of Surrey Police. He was also an independent director of the Board of the College of Policing from 2013 through 2017, and an adviser on Policing to the Ministry of Defence. Sir Denis is Radzinowicz Fellow at the Institute of Criminology, Cambridge University.
Matthew Polega
Matthew Polega is the co-founder and Head of Marketing at Mark43, where he manages communications, PR, and brand strategy for the company. Matthew developed the first version of Mark43 RMS with his co-founders and managed the launch of their first enterprise client. Matthew is an expert on innovation in public safety software. In 2015 he was named one of Forbes’ 30 Under 30 for Enterprise Technology. He holds a B.S. in Mechanical Engineering and minor in Computer Science from Harvard University.
Nick Ross
Nick Ross is a former broadcaster, best known for current affairs and the police appeals show Crimewatch. He has been a member of several government crime prevention boards, an adviser to the NPCC and crime-related charities including Victim Support, is a trustee of Crimestoppers. He is visiting professor and chairs the advisory Board of the Jill Dando Institute of Crime Science at UCL and the Westminster City Council Hate Crime Commission.
Rt Hon Jacqui Smith
Rt Hon Jacqui Smith was MP for Redditch between 1997 and 2010 and served as the UK’s first female Home Secretary from 2007-2009. She is currently Chair of University Hospitals NHS Foundation Trust and Sandwell Children’s Trust. She also chairs the Jo Cox Foundation and a charity she founded with Marcia Shakespeare, the Precious Trust. She is a Trustee of the Kings Fund and sits on the Advisory Board for the Children’s Commissioner of England. She also works in the Middle East on political development and is a media commentator.
James Thomson
James Thomson is the Chairman of the City of London Police Authority Board and is Chairman of its Economic Crime Committee which has oversight for the work of the City of London Police as National Lead Force for Fraud.
Prior to becoming an elected Member, James Thomson was a Special Constable with the City of London Police for 12 years. Outside the City, he is Chief Executive of MJ Gleeson plc the listed house builder focused on building low cost affordable homes for first time buyers.
Dame Sara Thornton DBE QPM
Dame Sara Thornton is the UK’s Independent Anti-Slavery Commissioner and previously was the first Chair of the National Police Chiefs’ Council. She served with Thames Valley Police as Chief Constable for eight years until March 2015 and has also been Chair of ACPO Intelligence Portfolio, Vice-Chair of ACPO Terrorism and Allied Matters, Director of the Police National Assessment Centre and ACPO Vice-President. Dame Sara is also a Trustee of the Police Foundation.
Rt Hon Sir John Wheeler JP DL
The Right Honourable Sir John Wheeler is Vice Chairman of the Police Foundation. Sir John was Chairman of the Home Affairs Select Committee from 1987 to 1992, when many inquiries were undertaken into policing. Sir John was also Deputy Secretary of State, Northern Ireland Office and Minister of State for Security and the Criminal Justice System. From 1997 he was the founder Chairman of NCIS and the National Crime Squad, now the National Crime Agency. Sir John was the Chairman of the UK Review into airport security in 2002 and Head of Review and Inspector of Aviation Security and Policing for the Commonwealth of Australia in 2005.
