This study took a ‘ground-floor view’ of the off-street sex market within a single city with the aim of assessing how much of this market is controlled by organised crime groups and trafficking, the impact on victims and local communities, the challenges to the police and local agencies, and their response to it. The briefing concludes with a number of recommendations based on the implications of the findings.
